Routable Road Centreline Network

This project examined the potential for a WA Routable Road Centreline Network (RRCN). The existing Landgate digital road centreline network data is not able, without modification, to be used for purposes of in-vehicle navigation at the user level, nor for vehicle dispatch and monitoring at the operational management control level.

The WALIS office held a RRCN data workshop in April 2006 to identify possible data (private and government) that could be used to enhance current road centreline data to create a navigable dataset.

Current Road Centreline Data Initiatives

In Western Australia

Landgate has already established a digital road centreline dataset which details road and street names, private roads and road types. Under the ROCQI Project (ROad Centreline Quality Improvement) the digital road centreline dataset is being improved to bring it to a consistent data standard and to maintain the data to keep it current. The digital road centreline, managed through Landgate, is not designed to be routable, however the datasets may be suitable for inclusion in a RRCN.

Nationally

The Inter-governmental Committee on Surveying and Mapping (ICSM) has formed a Roads Working Group (RWG) and WA is represented through Landgate. The RWG is to determine the needs of establishing and maintaining a nationally consistent approach to capturing roads information that will allow derivation of a RRCN. A national data model is to be developed to set a base level requirement for the capture of features and attributes.  Under this model individual agencies would continue to capture data to meet their information using existing frameworks, but they would also have the capacity to supply national data in a consistent manner.

Internationally

A number of jurisdictions internationally, particularly in North America and Europe, are documenting the requirements for, and implementing RRCN’s. As a consequence there is available documentation on the requirements of RRCN’s and data elements that have been identified to suit the requirements of each particular jurisdiction’s environment.

ICSM RWG is examining the European EuroRoadS RRCN published technical data information. At this point in ICSMs deliberations it is understood the EuroRoadS RRCN is favoured as a suitable working model for deriving a RRCN for Australia.
