Cadastre Review (Landgate)

Landgate has improved the spatial cadastral database to meet stakeholder needs. This was being driven through a WALIS Cadastral Review Technical Working Group.

The Cadastre review has sought stakeholder feedback on how to improve the Cadastral database.  The initial working group identified some 20 issues that needed to be addressed to improve the dataset.  The majority of these items have either been addressed and are now closed or have been added to a "watching brief" list to ensure ongoing procedural compliance.

Three notable longer-term issues remain on the watching brief:

-          Lot synchronisation. A lot synch discussion paper prepared by Landgate has been circulated throughout the WALIS community. There is encouraging receptiveness and will within Landgate to comprehensively address this issue.

-          The release of digital upgrades of the SCDB in “sections”,  which causes considerable work for Local Government etc with derived datasets. Now that the spatial cadastre upgrade is over 80% finalised, this problem has substantially diminished, and solution of the Lot Synchronisation issue will further address needs here. However it was agreed that a more complete solution model (eg Referential Topology) was required to seamlessly ‘ripple’ cadastre updates through to externally derived datasets, and that work should be committed to explore this. DPI (in liaison with Landgate) has already commenced work in this respect.

-          Storage of survey information relating to strata properties. Landgate confirmed this as an ongoing problem especially for multi-level properties, with no comprehensive solution in sight. The New Zealand approach provides an image for each floor which can be downloaded, however this offers no spatial integrity. Improvements to the current process are being investigated as part of Landgate’s SMARTPLAN redevelopment, and external stakeholders will be involved in developments.
